Special Circumstances Inc. builds “Highly concealable and extremely lightweight self-defense tools with innovative carry systems.” They advise they “…specialize in designing and making custom last-ditch self-defense tools that are easy to carry, low maintenance, comfortable and easy to use.”

The company appears to be led by Ian Wendt, self-described “medical nerd” and custom gear builder. We're not sure if there's a team involved or if it's just Ian. Follow Special Circumstances on Instagram here and on Facebook here. He (they?) have a blog, but it hasn't been updated in a loooong time.
