Learn More Recently a Presolicitation Notice hit FedBizOpps.gov for a new 5.56 rifle for the United States Secret Service (USSS). The synopsis partially reads: This is a Presolicitation Notice for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 5.204, “Presolicitation Notices”. This Presolicitation Notice is NOT the Request for Proposals (RFP); a written solicitation document will be subsequently issued on Federal Business Opportunities (FBO) in approximately 60 days. The associated North American Industrial Classification System (NAICS) code for this procurement is 332994 – Small Arms, Ordnance, and Ordnance Accessories Manufacturing. This is not set-aside for small business and will be competed unrestricted. The United States Secret Service has a requirement for 5.56 x 45mm rifle, equipped with full- and semi-automatic firing capability. USSS seeks to establish a single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract vehicle for a period of five (5) years. The Draft Statement of Requirements is attached as reference for potential offerors and is subject to change at the time of solicitation posting. This Presolicitation notice is associated with a Request for Information notice posted March 11, 2016. The anticipated award will be made in Fiscal Year 2018. Attached to the notice was a draft of their statement of requirements. Obviously the rifle must be chambered in 5.56, but other mandatory features include: -Weight of no more than 7.5lbs -Barrel length between 10 and 12 inches -Ambidextrous selector -Two stage trigger with no adjustment or set screws -USGI and PMag compatible -Freefloat handguard no less than 9 inches long -folding sights “viewable through an Aimpoint Model T2” There are a lot of rifles that will be able to fit the bill, and not all of them are AR-15 variants.
